Rumanian bombers

Is there a reason that Rumanian bombers start the game attached to a recon base rather than a regular airbase? The average newbie like myself has to rummage through a lot of detail to find these aircraft (initially thinking start on recon must be a recon variant) play the game a little but . and then through someone pointing it out "hey you are not using your Rumanian bombers!" Do I discover this ..
Is this an oversight or a diabolical scheme to frustrate the newbie ..[;)]

Please provide some details, in GC41 they are all attached to standard romanian airbases

12 Rumanian Base - has 3 tactical bomber air groups but is an army recon base so has not air ratings checks
13 Rumanian base - has 2 and ditto

A turn 1 guide has to include the sentence "and first air transfer bomber groups out of these bases...." This has been stated in quite a few places in the forums including by myself for a long period of time. If not quite a lot of soviet planes will escape their bombing on turn 1

This has been the case for at least since v1.04 of WitE and I guess since the beginnning? So the assumption has been this is WAD.

Edit: Actually I remember the point - and I may be responsible for confusing Crackaces over it. The problem is that they are recon bases, but the recon bar does not apply to Rumanian air recon bases, however they effectively get no air ratings rolls so always have poor results unless air transferred to a regular Rumanian air command base. So still should not really be in a recon base to start with, or at least not great for beginners to have to know what they should do first there. In many games they are simply not used by people on turn 1 at all.

I won't change the assignment back to the airforce without having the first turn script checked.
