Some characters unable to display properly in Diplomatic Pouch

Chinese punctuation "……"(equals to "......") and "——"(equals to "--") will be wrongly displayed as this:

I'll check to make sure that I'm using the correct Unicode settings for that.

I think I see the fix, but it's going to take some testing. I'll try to get it in for the next patch.
