fort level 1 at 117 percent ???

You're 17% on the way to fort level 2.

If you achieved that in one day after reaching fort level one, and I'm not surprised given all the E vehicles you have, you will reach fort level 2 in five days.

I thought so, but why 117 instead of 17. Never saw percentages above 100.

Next turn, looks ok now. 117 was probably 2 + 17%, as you said.

You can only build 1 level of forts per turn no matter how many engineers you have. I have seen this several times when I've dumped a ton of engineers on a base.

Sometimes the build will go over 100% for a turn. It will change to the next level the next day.

Question: with reference to the OP, is this merely a display issue? Suppose the enemy attacked that hex in the next turn. Would the forts be considered 1 or 2 in the game's calculations?

From the pic it says 1(117%). So next turn (assuming no further building) it would be 2(17%).

Watch the little window on the screen while the turn runs. Base expansion always happens after the last combat so I am sure the engineers work would not be counted for the combat yet. Consider the new forts built but the troops have not yet been assigned to man them.
