Hey you guys....why would drop tanks be unavailable at San Diego? It's got AF units there, plenty of supply, etc.

If you need to put warheads on foreheads who you gonna call? An FO...just one will do.

Not sure about this but perhaps the game time frame is before drop tanks were fitted to PBY-5s.
I see the same message for F4F-4s (range = 6 in early 1942 but drop tanks become available around Oct 42 when their range increases to 10 with drop tanks.

You're right on target, thanks. I'm at 11Dec41 in my game so that explains it fully. I just knew that somebody
knew the answer. You guys are worth your weight in gold.

Yup. Happens on Allied side with more aircraft, but it does happen. Here is a list of the aircraft that have that set in Scenario 1:
