How to conduct airdrop?

I've got a parachute brigade with exp > 50 stacked with an airbase that has a regiment of LI-2 transports parked at it. I can't figure out how to load them up for an airdrop. Any suggestions?

I tried selecting the unit with the f9 tab selected, then right-clicking on the destination, and it says "target must be a friendly unit". I tried clicking on a partisan unit, and the transport planes delivered supplies to the partisans. Hmmm...

Great, worked just fine. I think maybe a sacrifice to the software gods before you begin would help, just to make sure.
