Does the most northerly/eastern coastal hex in East Prussia/Poland count as >10 hexes from Warsaw?

Hi - I was just wondering, Does the most northerly/eastern coastal hex in East Prussia/Poland count as more than 10 hexes from Warsaw, for the purposes of not counting a unit in that hex against the min/max number of units for the Soviets swinging towards the allies? If you only count land hexes, I make it 11 hexes, or does the sea hex count, in which case it's 10 hexes?

Hi Oxford,

The distance checks work like a radius check, so sea would be included in any distance calculation.
