Retreat Percentage

Under what conditions might a player want to set a unit's "retreat percentage" to less than 50%? I'm assuming that by setting it to 25%, your attacking units sustain fewer casualties. But what good would this do? Maybe this would be a way of slowly whittling away isolated units, units that can't recoup supplies/readiness? I dunno. Any ideas?
