I am back.

Unfortunately, I lost the save game file for my RetreatUE EAR sometime ago, but have started a game with the Starfall mod and will begin another EAR for that one.

Udy Passari enjoyed the chill night air as he sat, half-listening to the three others who had
joined him outside of the Residence. All of them were sitting casually, exhausted after all of
the ceremony and pomp of the Accession that had taken place earlier in the day. Each of their
formal attire was half-undone and the atmosphere was very much one of relaxation. From the
balcony on the second above-ground level of the massive arcology which was the Chancellery
they had a magnificent view of the surrounding mountains and a glorious view of the sky ,
untainted by any light pollution at all. It had been his wish to sit outside this night and
see the stars and so by custom for one hour the entirety of those sections of the Concordat’s
capital city that lay above ground had obliged the incoming First Administrator, and lay in
darkness. There was nothing of special astronomical significance to be seen: to the east the
reddish disk of Riksha- the barren fourth planet-was rising while to the west the brighter
white of the first of the outer gas giants, Brunel, was setting. Just west of zenith was
visible the faint ring of the Adiga Nebula, prominent in a sky but sparsely populated with
bright stars. All the same, Passari knew that around two of the brighter ones and two other
quite faint stars circled worlds with Vriljan colonies. It was simply that he would seldom be
above-ground again for quite some time, if ever during his remaining life-time. For it was also
customary that the First Administrator, as the selected leader of the 103,910,000,000 inhabitants
of the home-world of the Concordat did not leave the planet Vrilja- for any reason, ever. He had
seen a couple of other worlds during his career in the Finance Ministry, and before that during
his stint in the Concordat Ground Forces. But there were 17 other Vriljan worlds out there-
they were ‘colonies’ to the denizens of the home-world but were themselves in the aggregate
home to teeming billions of others. He had one thought as turned his attention fully to the
group assembled around him; we have to act before it is too late.

By way of explanation:

I cried like a heart-broken six year-old little girl when my grand Aurora 4X campaign succumbed to
overwhelming force. I was despondent and alone in a world turned suddenly very, very cruel and
unforgiving. So, what do I do? I begin yet another grand Aurora 4X campaign- only this time I was going
to liven things up by doing a good 'ole DW:U story as a side project. Well, as it turns out I of course
really got in to my next grand Aurora 4X campaign which...burned down, fell over and sank into the swamp.


So, having just explained in fine detail the travails of my gaming life since we last spoke, allow
me to explain what the above is the beginning of:

While awaiting as anxiously as ever the release of DW2, this AAR will be told in story form (naturally enough
with accompanying screenshots as appropriate, and basically because I enjoy creative writing), with
the following entirely unnecessary and pointless twists. [REDACTED] This is planned to be updated several times a week until
DW2 appears. Yes, this is my erstwhile effort to force the PTB to hasten along what we all so fervently desire.

An Introduction to the Vriljan Concordat, Pt. 1

The Vriljan Concordat is a major interstellar polity of the Alpha Quadrant of the Galaxy which occupies all or nearly all of Sectors G5 and G6, much of sectors F6, H6 and G7 and some of Sectors H4, F5, F7 and H8. Its capital world is the planet Vrilja, third planet in the Dra system. The best-developed of four inhabited planets in the system, Vrilja is the largest of Dra’s three Continental worlds and is larger than the inhabited Desert planet as well. Vrilja is also the homeworld of the Zenox which are currently the dominant race of the Concordat, presently comprising 89 per cent of the Concordat population. Zenox group members occupy all important and senior socio-economic-political positions. The Concordat was formed approximately at the time the Zenox, along with the other major races, began their expansion into the Galaxy some five centuries ago. According to Zenox mythology there exists a legendary true Zenox homeworld which has yet to be discovered. Sixteen other colony worlds fill out the composition of the Concordat, which then controls a total of twenty inhabited planets in sixteen separate star systems.
Socially the Zenox are rather conservative, a touch xenophobic if somewhat pacifistic. Zenox tendency to value education is a hallmark of the larger Concordat culture even though culturally the Zenox are not the most welcoming of other races. Science, technology, literature and the arts are held in great esteem by the Zenox. However, it is true that many times other cultures see Zenox output as somewhat too Zenox-centric and hostile towards certain other cultures. Still, the immense and prestigious Galactic Archives are located on Dra 2- museum and library, the Archives is the most well-known and best-respected collection Galactic knowledge and history. The rest of the Galaxy also are impressed by the Zenox achievements in Galactic trade and medicine and are envious of the gargantuan Merkidor Planetary Fortress that protects Vrilja.
The Concordat government is characterized as a Technocracy and in keeping with another Zenox cultural trait is filled with numerous councils, commissions and directorates. The primary legislative power resides with the Concordat Supreme Council (CSC) which is a body composed of all of the Concordat High Ministers (“national”-level cabinet members), senior military leaders (Fleet and ground forces), the thirteen-member judicial Grand Tribunal (all of which are Permanent Members, meaning they have been so designated by previous First Administrators and confirmed by the CSC in Conclave) and all A6 grade Administrators (directors of the most senior representative groups of society- scientific, commercial, industrial, etc), the various Governors and Speakers- representatives of the Cantons ( social divisions by convention numbering 50 million individuals. Except for Permanent Members (which are basically appointed by the Executive), members are elected by their various Peer Councils (for life, barring major conduct unbecoming). Considered to be in permanent session, the CSC has a general gathering known as a Conclave on Vrilja- major policy and legislative issues are debated and voted on, directives issued in the form of Mandates. An accepted component of a Conclave Mandate is considered to be holy writ to the Zenox. The supreme executive authority of the CSC is the First Administrator, elected by the CSC Conclave, for life. In cases where a First Administrator dies (or is otherwise removed) between Conclaves (which would be always), the First Secretary fulfills the function until a replacement is elected (there is an extended COG line of succession, naturally).

The Concordat economy is growing steadily at this point in time, albeit somewhat slower than at the breakneck pace it was growing shortly after the current First Administrator ascended to power. The main contracts have already been assigned for Fleet new construction and the major new economic activity is in the more recently acquired , more distant systems. A brief explanation of Vriljan economic theory is called for here. Concordat war-fighting policy mandates that civilian mining stations be robust weapons platforms- it is for this reason that mining and gas mining stations are, at times, referred to as auxiliary defense bases. As main Fleet units are not customarily assigned to protect mining stations, the government demands that the private sector maintain well-defended stations capable of standing (theoretically) against raiding forces or small enemy fleets. Because of this policy, the number of mining stations, their placement and what they mine are dictated by the Ministry of Resource Extraction. Because these stations are far more expensive than the private sector would like to maintain, the government compensates industry and commerce by keeping taxes on the population generally as low as is comfortable so that the private sector can build up its available cash on hand. This has the added benefit of (generally) speeding colony growth. The challenge comes in balancing the number of mining stations to the amount required to allow easy access to resources when required for massive infrastructure projects. Once this balance is achieved, the economy responds well unless/until stressed by factors such as Galactic wars or other macro shocks to the system.

This screen shows the diplomatic situation the Concordat faces at the moment. All of the major treaty partners are visible here with the sole exception of the Ackdarians (out of frame) who also have a Free Trade Agreement with us. At the start of the game, in order to help simulate something like a coherent foreign policy, I limited my interest to races which had at least a -30 rating with the Zenox or higher. For those that met that condition, I plied them with gifts of cash, military refueling, sometimes favorable trades for maps, etc. Over time (we are only 8 game years into it at this point) things have shaken out to what is seen here. The diplomatic situation is becoming quite interesting and more complicated (bear in mind I do quite a bit of RPing as well). Coming soon will be a more in-depth look at diplomacy and ramifications related to it.

The Second Shakturi Invasion Begins

On January 29, 2410 the Ministry of Galactic Affairs received word that the Erutkah Refugees had declared war on the Tarapin Coalition, with whom the Concordat had a Mutual Defense Pact. Three and a half months previous to this Concordat Intelligence had initiated operations designed to penetrate Erutkah security and to procure their Operations Map. However, a week following the Erutkah declaration of war a high-level Concordat scientist who was involved with technically supporting the infiltration efforts chose that time to reveal himself as a spy for the Erutkah and blew the infiltration op. Counterespionage forces captured the spy and a new operation was quickly organized- the Concordat had immediately decided to honor the Tarapin request for assistance against the Erutkah, with the Concordat declaring war on 29 January.
Tarapin intelligence showed clearly that large enemy forces were obviously heading towards the Tarapin systems of Jireth Prime and Adarluun Junction, with Jireth Prime being hit first. The Tarapin understood that there was nothing Concordat forces could do to help with their defense at this early a date but they were apprised on the measures that were being undertaken. First, taxes were significantly raised on the six wealthiest Concordat worlds; next, the First Administrator (FA) ordered the Fleet to be doubled in size as soon as resources were available, with Battleship and Cruiser classes being updated to incorporate the newest technologies.(Sadly, the Concordat's economy could not support doubling the size of the Fleet, though the upgrades did occur).Finally, the various fleets were redeployed to meet the new situation- all except 4th and Home Fleets were sent for refits, with those two fleets kept on escort duty for the constructor Charming Jewel which was working on bringing the Ancient World Destroyer Devastator Moon online- that work was 75% complete by 2/16/2410. By the middle of February the Tarapin were reporting that Erutkah forces were attacking the Ocean world Derk as well as all infrastructure in the Jireth Prime system. It was at this time that MinInt advised the CSC (Concordat Supreme Council) that there was no way the Tarapin could withstand the enemy assault but that they were buying time for the Concordat to prepare. It was also noted that, elsewhere in the Galaxy, the Insectoid races Gizurean and Phaerax were at war with multiple other races each though there was yet any conclusive evidence of coordination with the Erutkah. The Concordat had detected an Erutkah constructor jump near the World Destroyer and then leave without incident some weeks before the Tarapin war broke out. In the middle of February 2410 the Concordat’s situation was as follows: 52 colonies in 40 systems with a Respectable reputation and 562K cash on hand, a population of 368,218,000,000 with 1,678 Marine battalions, 3 large and 17 small spaceports, 5 defense bases, 6 resort bases, 24 mining and 23 gas mining stations; 245 small, 190 medium and 109 large freighters; 163 passenger ships, 43 mining and 45 gas mining ships. The Battlefleet had 107 battleships, 163 heavy cruisers, 44 troop transports and 34 carriers in the mobile fleets. In addition, there were 52 light cruisers, 61 destroyers, 34 frigates, 3 resupply ships and 9 scouts along with 19 tugs operating independently of the Fleets. It was anticipated that the Fleet expansion program would cost 7, 473,586 credits, and then there was the equally urgent need for another 3, 687,460 credits in order to fully fund the crash research needed to develop the Viral Micro Targeting technology. The speed with which such funds could be procured would constitute a major war-fighting test for the Concordat. Fortunately, in the three month period leading up to the war the Concordat had reached diplomatic agreements with the Cludar and Great Wyoth Authority, thereby greatly easing pressure on the Ancient World Destroyer, as both races had been attacking the construction project.
The Tarapin world Derk had a ground garrison of 25 infantry battalions and 5 PDUs as well as an orbiting LSP and defense base at the beginning of the Erutkah attack which was closely monitored by the Concordat Fleet and intelligence. On 2 March, Derk’s LSP was destroyed along with the defense base and orbiting research station. In addition, the enemy had established space control around the planet. All other infrastructure in the system had likewise been destroyed by this time. Although it had been known that the Tarapin stood no chance against the Erutkah fleet it was noted that the damage inflicted on the attacking space force was not insignificant. By 21 March the enemy had defeated the space defenses in the Adarluun Junction system and were detected advancing on Ubas, the Tarapin home system. The enemy attack on Ubas’ defenses began on 30 March, the LSP being destroyed on 22 April. As of yet no enemy landings had occurred on the Tarapin planets but it was presumed that those would be following shortly. On 1 May an outnumbered Tarapin fleet made an attack on the Erutkah’s home system Hirat Minor- one month later this ill-fated venture was completed defeated. On 27 June the FA raised taxes on Vrilja to 100%, leaving the population there at +29. On 29 July a large Tarapin fleet attacked the Erutkah fleet over Ubas. By 21 September, however, this attack too had been defeated. On 22 November the Ancient Guardians announced that the Erutkah were actually the Shakturi and presented the Concordat with the Guardian Fleet after the Concordat agreed to join the Freedom Alliance. The Guardian Fleet was immediately dispatched to Xoca in the Adarluun Junction system to begin the fight against the Shakturi. Joining the Ancient Guardians’ Freedom Alliance: the Concordat, the RQ 193 Supremacy, the Securan Utopia, the Luremax Major Potentate, the Ubra Scae Technocracy, the First Xhuman Authority, the Ackdarian Republic, the Tarapin Coalition, the Jintus Empire, the Roshar Republic, and the Hiigaran Authority. On 28 November, an agent of the Great Wyoth Authority, Thassun Proffarian was detected attempting to steal the Concordat’s operations map but he was unsuccessful. On 31 December the Shaktur Supremacy announced its war to conquer the Galaxy. It is now known that the Gizureans of the Alpha Kassieda Junction are a Protectorate of the Shakturi. By the end of the year the only known Shakturi military presence within 23,000 ly of Concordat territory was the Shakturi 33rd Fleet, consisting of 5 destroyers in the Dagru Minor system apparently intent on attacking the Concordat’s Lost Treasure resort base. The Treasury had a cash flow of 54K and 1,286k cash on hand at the end of 2410.
On 6 March 2411 the Cludar 21st Fleet warped in and destroyed the five Shakturi destroyers that were attacking Lost Treasure; the station took 4 components damaged. On 12 April, the Concordat infiltration mission against the Shakturi failed (detected, did not succeed but escaped). On 9 May, Luremax, Securan and Ancient Guardian forces destroyed a Shakturi force near Buthawoe Junction 4. On 11 June, a Shakturi force routed a Tarapin force near Tukan Junction 4.
25 October-1 January 2412: Very large battle between Concordat Guardian Fleet and Shakturi force near Xoka. A sizeable Ancient Guardian fleet arrived late in the battle, turning the tide. All but four ships of Guardian Fleet were destroyed. Also on 1 January 2412: an Ancient Guardian Fleet arrives to protect the resort base Lost Treasure. On 26 January there was a clash between Concordat patrol forces and Cludar raiders near a mining station at Bilcadin Prime 3. On 13 February, Shakturi 13th, 29th and 40th Fleets were detected approaching Concordat space. 8 April- clashes resume near Bilcadin Prime 3. On 23 April, Concordat agent Equia Unkaro evaded after successfully stealing Shakturi operations map.

It is now 65 years since the story began and much has happened before the Shakturi war began. There have been two major Galaxy-wide wars, the second of which was extremely fierce and hard-fought but saw the Concordat expand greatly. First Administrator Udy Passari has been replaced in coup which took place shortly before the Galactic War began, and the Concordat adopted the Way of Darkness government type (the first big war was the Alliance War)- and then there was the War of the Spies, which Vrilja dropped from once the Concordat's greatest Intelligence Agent was killed by the Gizureans. There have been incessant attacks against the World Destroyer that Vrilja is attempting to repair- one of the two other known Destroyers has already been destroyed by some Galactic power or another (with 44 races, it becomes really difficult to keep track of who is doing what, lol). Alliances have been made, shifted. At the highest difficulty levels, dynamics such as the Mortalens truly not enjoying being part of the Zenox empire really becomes a hassle. Overall, the Galaxy has become a very busy place.
