It could mean he took off from then USN CVN made a few circles around the group and then landed.
The FA-18 is not even in RN service so I doubt he would be qualifyied to fly it unless he was cross trained at some point as a NATO initiive.
He was probably in the rear seat and a passenger as a good will gesture.

UK Carrier Strike Group Commander Cdre. Andrew Betton OBE, and his team of RN officers, are embedded on USS George HW Bush. The purpose of the war game – called Exercise Saxon Warrior – is to give the Admiral and his team first-hand experience of controlling a carrier group. They’ve been directing all operations within the combined NATO group for the last ten days.

Simpson: "I don't understand why we're arming an alpha-strike with live weapons. Out here in the Atlantic? What the Hell is going on?"
Garcia: "Beats me. These orders just came down the pike this morning."
Simpson: "I saw them. Cluster munitions? For a strike bound for Highbury, London? Surely that can't be right?"

There have been Royal Navy pilots flying F-18s in the US Navy since before 2010. With the Sea Harrier retired in 2006 and the Harrier retired in 2011 the Royal Navy has had to lend its jet pilots to the USN to keep them current. I do remember hearing of one RN pilot who had spent at least 5 years flying the F-18.

I don't doubt RN pilots flying FA-18's. The article stated it was a "UK Carrier Strike Group Commander", with the QE operating in tandem. for all I knew they were getting flight time waiting (and waiting...and waiting) for F-35's. It was just confusing to me.
