I confess that I do not see where/when you are told your ship builds are available/arrived.

Welcome back! If you click on a port where ships are being built you can see arrival dates. Also, when ships are available, the port icon changes from under construction to built (at least some ships are Now available). Hope this helps.

Plus, IIRC, once they arrive you are notified when you try to advance out of that phase with a message saying that they have not been assigned to a fleet.
