Do you have "off city reinforcements" activated, I believe this optional is possible in MWIF, if so, you would still have place outside the cities.

ok i got one to go next to belfast. though i tried that. then it went into others come in next turn. must only allow one per city. i am of to battle again. sorry to bother.

Yes, that sounds right.

The program should display a message in the Main form stating where the reinforcement has to be placed - if I remember correctly.
