Liberation

Spain, Mar/Apr 1944.
The Western allies all control one or more hexes in Spain and Liberate it.
The USA is the liberating country and, as far as I can see, France and the UK both control eligible hexes to return to Spain.

Three things I noted:
1. Only France is asked if it wants to return Spanish hexes;
2. Not all eligible French hexes are reurned to Spain;
3. After being Liberated, Spain only cooperates with the USA.

Is this correct?!
As I read it in RAW, a liberated minor cooperates with all major powers that returned hexes to the minor's control (and does NOT cooperate with major powers that don't).

The save is from Russian production, as the liberation phase cannot be saved.
Just produce some funny units for Russia, save all UK BPs in London and the one French BP in Dakar, then Liberate Spain.

No this is a bug. We ran into the same thing in our game when France was liberated by either the US or the CW, and there was no question posed to the other major power about returning hexes. In that game France had been incompletely conquered so there was no Free France and the CW should have gained the ability to cooperate with liberated France but did not.
