I just saw a weird thing in the weather report, that the risk of weather affecting mobile operations was 104%. I mean, it can't be more certain than 100%, right? Maybe something is off with the calculation that needs adjustment?

Nope, working as designed. It pops up over 100% to reflect the type of information that was provided by the weather experts for the Germans on the Eastern front. The brightest minds in the Geramn Army weren't working in the meterological department.

To be fair, though, the Germans had a limited amount of historical data to go on at the time so there was a lot of educated guess work going on.

The accuracy of the forecasting, in game, is probably a few notches higher than what was available on the day.
