Naval transport unauthorized at Sevastopol ?

Naval transport unauthorized at Sevastopol ?

Hi,
I'm playing soviet side. Sevastopol is surrounded by german forces, but still russian. I have 2 units here, The fortifications and a naval brigade.
I'd like to reinforce Sevastopol with a division, located in the harbor near Kerch, by naval transport. It's look impossible.
SPs cost are displayed on The black sea, but landing at Sevastopol is unauthorized.
I searched why in The manual but i can't find the reason.
Any Idea why ?

have you check the harbour capacity ?
maybe it is down to zero because of air attack bombing raid
