Satellite Kosmos 1836 Question

I'm playing around in the editor and I had a Kosmos 1936 (optical) satellite fly directly over my 25 ship convoy in daylight with clear skies. I switched to the Russian side and there was nothing detected.

I think in the game it's called 1936 but I believe that is supposed to be 1836

Is this satellite working correctly? It says it has a 300 NM range. Is that radius or diameter?

It doesn't matter because it flew directly over me.

Any ideas?
