Forgive: Adding new naval base

My apologies if this has been asked but it is by no means clear from the manual. I'm building my own OOB of the Russian Northern fleet and would like to simply add bases and platforms. Where is the thread that clarifies that? I would think that you would just select add a facility and pinpoint the location and then add platforms to it but every time I select facility it requires me to add a unit. Do I need to add a bunch of submarines and then create a facility after that? Any help would be greatly appreciated. For example, If I said, "Build me the the naval facility at Palyarnyy and all of the associated platforms and units." how would one do that?

Check the imports and see if the base is there.
For bases, you add the 'units' (ammo bunkers, piers, etc) that make up the 'base' and then group them together.
