Best way to decrease movement rates?

As the title says, what's the best way to decrease movement rates? It seems tedious to enter a row for every landscape type and unit type. Reducing activation points seems to reduce combat ability. Any advice for a newbie?

At the moment there is no way to set this with like one command.

However if you use the import, export option it will be quite quick to change the values in for example notepad by using copy&paste.
