This is a version with modified weather. So not as harsh as the original weather modification.

Put me down for the Soviets
Are we like late Rome, infatuated with past glories, ruled by a complacent, greedy elite, and hopelessly powerless to respond to changing conditions?

United States of America.

No China, of course, and no play of the isolationism card till a war other than Sino-Japanese. Note, if two majors are at war, even if because of an attack on a minor, I will start pulling a card. So if Germany attacks Poland, initiating war with France, the USA begins pulling cards. To keep the USA quiet use diplomacy, not military means.

Since we lack players, I was considering an alternative.

What do you think about a 2 player WW2 simulation with GD1938. I mean, a 2 player game where both players are constrained by house rules that would force them to play more or less like WW2.

The idea is:

1-Player 1 takes USSR, USA, France, GB, China
2-Player 2 takes the 3 Axis countries

The following restrictions would be applied to each country

1-Germany
-Must start a war before June 1940 or the Allies win the game
-Can make alliances only with Japan or Italy

2-Italy
-Can make alliances with Germany or Japan

3-Japan
-Cannot make peace with China
-Can make alliances with Germany or Italy

4-GB and France
-Can make alliances with China, Japan, USA or USSR (see USSR restrictions)
-Can make alliance with China only if at war with Japan
-Can make alliances with USSR only if USSR was attacked by Germany country AND they are already at war with the Germans (thus allowing Germany to go for a USSR first strategy)
-Cannot start a war against Japan, Italy or Germany

5-USSR
-Can make alliances with China, France, GB, USA
-Can make alliances only if at war against one of the Axis powers
-Can DOW Germany or Italy in 1943 and can DOW Japan only in 1944

6-USA
-Once it wakes up from isolation, can make alliances with any allied country that is at war with one or more Axis countries
-Can DOW any Axis country that is at war with an allied country

7-China
-Cannot DOW any country
-Can make alliance with any allied country at war with Japan

Other restrictions

If a war is started, peace cannot be made until the game ends.

I would like to see if, given these limits, it would be possible, for a skilled Axis player, to defeat the Allies.

Are you thinking of a pair of these games?

It sounds like fun. I will play one.

A pair of games or a 4 player game.

Also we should add your suggestion about the USA being able to use break neutrality card only if there is a war, besides China vs. Japan, happening.

I believe the suggestion is that the USA cannot roll to break neutrality until there is a real war between major powers such as Germany and France.

The war between China and Japan does not allow the USA to roll for breaking neutrality, as this war had not made a impression on the US and had been going on since 1936.

And as GD1938 starts with Japan and China at war, such a rule would be of no use in regulating US early entry into the war.

Agree completely. Will you play? One or two games? If we have three players, it could be a 3 player game too.

Count me out of a two handed game most of the fun of these games for me is player generated variables won't get many of those with two players.

We have three players up to now, since LJBurstyn is silent. Let us wait for two days, if he agrees, we do a pair of games, otherwise, we have a three player game, I suggest ironduke to play to Axis powers to have a more balanced game.

Just checking in to see what's happening with GD1938 game. Not willing to play in low number of real players. I too like the many player games best. Also like the open ability to ally myself with whomever I wish instead of limiting myself to only playing history allies. Game 24 is fun because China and Japan are allies not enemies. Makes for a more interesting world.

I would like the two player game described.

Three players has too much chance of GR-IT-JP-SU against US-GB.

Not if we use the house rules I suggested, it will be essentially a two player game.
I would suggest
1-ironduke takes the three axis powers
2-I take USSR/GB/France
3-You take USA/China

With the limits put by the house rules, Ironduke has a good chance to crush the Eurasian powers before USA saves the world. But there is also a good chance I can delay him enough for you to turn the tide once USA neutrality is broken, what I´m suggesting is truly an Axis vs. Allies game. I think it wil be the best way to play this game with a limited number of players. It also will provide ernie with some information on game design, since he intends to make a version of the game with (optional) limits to coalitions.
