Air HQ's

I understand that the air rating of the leader of a Air HQ is important to air units in range.
I assume that IJN air units look only to IJN HQ's and IJA air units to IJA HQ's but I am subject to correction on this point.
My main query is how is the relevant leader determined where two potential HQ's are both in range? For example is it the most senior leader or the nearest or the highest level HQ?
Many thanks in advance for any help on this point.
