Finland trigger?

Can someone point me to the event that triggers Finland DoW on the Soviets?

Hi

It's on page 21 of the 1939 Strategy Guide which is in the Manuals folder:

Finland will join the Axis providing it has a pro-Axis leaning and Axis forces have a unit within 1 hex of either Pskov, Ostrov, Polotsk, 4 hexes of Leningrad or 5 of Novgorod. This is to stop Finland entering the war when the Axis are weak and the USSR has mobilized.
