Vichy North Africa Invasion

My US long-range amphibs reached North Africa in early 1942. I was not able to land my forces. I was able to invade a Spanish hex in Tangiers. I tried declaring war on Vichy and was still unable to land troops around Casablanca.

What am I missing in invading Vichy North Africa?
