only limited by factory slots available in this location

I think the rationale is that Soviets did evacuate factory workers (and their families) with factories. So no need to use local population, which e.g. in West Siberia was very sparse. Actually, evacuated factory workers and their families made backbone for populating West Siberia.

I did not know there were a limited number of factory zlots in a city. How does one tell. I will dabble and try to figure it out.

It's not really that important. You can get a lot into any one of several large cities of the Urals region.
