Visibility not updated during reinforcement phase

I have noted that a visibility change is not done during the reinforcement phase. It is done during the following administrative phase.

In the Psel Crossing campaign, night falls at turn 9. German plays first and receives reinforcements at turn 9.
When these reinforcements arrive, visibility is still day-visibility, not the night visibility (2 hex).

It has no impact on gameplay, but I wanted to mention it.
