Question on calculation of Air Ground Support

Good evening to all;

consider please the following screenshot;

in the screen you see two Soviet bomber units cleared through, with tactical combat value of 4 and 2 respectively (while the 2 is red circled , and I am using tank busters option, and attacking side - Germany - is using tanks);

So why the final aggregated added combat value to ground units is only of 4?

Forest. It halves all but strategic bombing factors. Rain or snow would halve them again. See the Terrain Effects Chart.

True. I was getting crazy at first because I thought it was the upper part attack, but the plane is obviously the 11 hexes movement bomber, so Forest.
