Airhead supply

When I try to airlift fuel into an airbase it keeps on sending supplies instead, but I can send fuel directly to my Panzer Divisions. Is this supposed to happen? or there a glitch

It's WAD. Airhead supply is concerned with supplies (food and ammo) for encircled, immobile troops. To send fuel you'd have to send it directly to units.

That's fair enough, although I would prefer to prioritise my own shipments of fuel & supplies to the airfield
