Enjoying the game so far! Very well done. Now for some simple questions:

1) Is the unit strength number on the counter a "raw" number, ie. without taking into account unit integrity, supply etc?

2) Is any unused fuel saved for the next turn?

3) Is the concentric attack bonus figured in to the final aggregate attack value or is it in addition to?

Hi

1) The number on the counter is a "raw" number indeed, From the manual errata:
"3.7.3 Counters
Contrary to what is stated in the manual the Power Rating displayed on the unit does NOT include soft factors such as readiness, experience and morale. It’s hard combat value only but does give a close approximation to the stacking value of the unit."


2) IIRC unused fuel is saved for next turn, yes. It has to reach your panzers, though...

3) not sure about that...

Which exactly officer's ability decide how many staff he can command?

There is no such thing as a historically accurate strategy game. Every game stops being historically accurate from the very first move player do. First unit that moves ahistorically, first battle with non-historical results, mean we ride in unknown.

Unused fuel carries over but once it reaches the Field HQ (eg. the Panzergruppe HQ which is the amount of usable fuel shown in the top bar display) there is a maximum cap of fuel that can be stockpiled before 'wastage' kicks in. The size of the cap depends on your relationship with General Wagner, the better the relationship, the bigger the more effort he'll put into helping and the larger the cap. The relevant logistical theatre reports will give you all the details.

Best way to figure out how the combat factors work is to have a look at the detailed combat stats (press the "Detail Tab" on the combat screen) and see what's happening. It'll answer any combat related questions in more detail than I can provide.

Officer Staff Ratio is a hangover from DC1 and DC2. In Barbarossa it's there because it's part of the engine but it's something that you can safely ignore. The staffing levels have been set appropriately and automatically regenerate (through the replacement system) if need be.

In DC1 & DC2 staffing is a straight numerical combat modifier that fluctuates with every commander.

In DC3 individual commanders are assumed to sort out their staffing situations without bothering the player and the focus is placed firmly on the staffing situation at Operational HQ (OKH) with the Player given the opportunity to make decisions that affect this. It's possible, with a bit of perverse effort, to effectively nobble your ability to manage the Eastern front by mishandling the staff situation at OKH.
