Supply Production

Non-Combat production for regime people cities makes supplies or PPs, but for non-regime people cities makes only PPs. Does anyone know how to change that so they make both?

Or, you can set the Supply ItemType to value UseProdMod: 2. This would make them equivalent to Political Points, and can be built in cities owned by other peoples at twice the cost. If you set it to 3 or 4, they will be built at normal cost.
