WITPAE air production canceled out

Can anyone solve a problem with (Japanese) aircraft production? When I upgrade a factory to produce a new type of aircraft, the necessary heavy industry zeros out for a base, and stays zeroed, and neither the old type nor the new type of aircraft is produced. I have the 2015 WITPAE revision.

Aircraft factories will turn to damaged status when you change airframe produced and will require repairs. The only exception is when future airframe is next in upgrade chain

Yes, this is most likely the reason.
Well, the OP was not referring to aircraft factories, he was referring to HI. Could the switch of factories use up all the HI points available?

Mark Curtis - can you post a screenshot showing what you mean by "HI zeroes out" ? HI points produced go to a central pool that can be used anywhere, but making big changes can use them all up if you are not monitoring that. Use the Industry button at the top of the screen to get a summary of what is happening with HI. Bases with HI not producing usually have lack of resources or fuel.
