Movement Bug?

It appears there's a bug with movement. The unit in the screen print can move two hexes to the northwest across muddy plains but can't move one hex north to a mud plains hex. There was an enemy unit where the cavalry unit now is.

Not for the turn where the move was attempted.

My version is 221s.

This is not the same situation as before but appears to be a bug. The AI has managed to move armor into a swamp.
