Cavalry

Playing Russians. It is 12/11/41. Three Cavalry divisions start in same hex. Neither "b" or "consolidation" button work to create a Cavalry corps. What am I doing wrong?

Do you have a sufficient number of admin points?

They need to all be under one command. Also all three must have at least 1 MP left.

Thanks...I didn't realize they all had to be the same command...don't think that is in the manual.
