Unable to place fortifications

I wanted to place a fortification in hex 37,16 (woods) and it is indicated as not being allowed. I have placed fortifications in other woods hexes.

Hi Lascar,

Can't do it because you've previously built fortifications on the same hex (round 15).

This was put in post release in one of the patches to prevent the gamey Soviet tactic of continually rebuilding a destroyed fort in a key, front line, location, immediately after it was destroyed.

The thinking behind it is that fortifications are substantial structures (although this might mean a series of bunkers, wire, moats, cleared fire zones, etc.) that take a considerable amount of time and manpower to construct. Rather than having them in fixed positions at the start of the game you're allowed to choose where you want them but when you do so you're representing a major effort (in some cases pre-campaign), not knocking something up in a couple of days.
