errr, I noticed that your first example shows "rear-oblique impact effect", an effect increase the PoH. Did "Auto Evade" set to no?
But anyway this is a good example because if this rear-oblique impact effect didn't kick in, the final PH will be even lower.

It's going to look like

PH adjusted for distance: 38%
Agility adjusted to 2.36
High-deflection impact
Final Agility Modifier: -23%
Final PH: 15%

Ah, not to be a contrarian but the RNG result for the second shot would have resulted in a hit with the first shot (pH = 18% - 17 is still a hit) Likewise pH 31% - result 88 = still a miss.

But your point is well made nonetheless.

I shoot for ~75% on all Anti-Air munitions. It might get a little hairy with some standoff weapons being launched in return but I've found the AI often launches at max range so their missiles are easily defeated while mine tend to be dramatically more effective.

The exceptions being for back field HVTs (AEW, ECM, ASW Helos) and for incoming Vampires.
