Why to calculate PF values you must divide the base armor by 15?

To calculate the PF, and the AT rating of the weapons, you have to divide the base armor (in mm) or the penetration of the weapon (in mm) by 15, so each PF point equals 15mm.

Why 15? I think that if you divide by 10 is better and more accuracy.

We looked at a number of values from 1 to 1 to 25 to 1 and basically settled at 15mm per point since we had values spanning from 1 to 1500mm. That gave us a nice 1 to 100 range to work with. At the end of the calculations it is still a function of pen being greater than armor to have a chance to score a kill. We could have gone either way but we are at 15mm per point now. [8D]
