Mk4 Mighty Mouse Rocket FFAR too Mighty?

Scenario Operation Bayern, 1965. I was surprised to see the nimble Mig-21s and Mig-19s are shot down by Mk4 FFAR.
After several S/L, I found that I can guarantee an enemy fighter be shot down with 8 round Mk4, and a F-8B do carry 32 rnd Mk4. So it can shoot down at least 4 enemy fighters in a head to head air combat.

Is this unhistorical?

I think the problem is the base-ph is too high, 30%

Agility adjusted for proficiency (Regular): 2. Aircraft has a weight fraction of 0.27 - Agility adjusted to 1.68. Agility adjusted for head-on impact effect: 1. Final agility modifier: -10%. Final Ph: 20%. Result: 17 - HIT
the same era air to air guide missile's base-ph are around 40%-50%. And there is no penalty on distance, AI will not auto evade a FFAR.

we can compare it with the result of AIM-9B and AA-1/2
12:43:14 AM - Weapon: AIM-9B Sidewinder #466 is attacking Alpha #6 (MiG-19PM Farmer D) with a base PH of 45%. PH adjusted for actual target speed (356 kts): 45%. Alpha #6 has nominal agility: 2.5. Agility adjusted for proficiency (Regular): 2. Aircraft has a weight fraction of 0.27 - Agility adjusted to 1.68. Agility adjusted for rear-oblique impact effect: 1.4. Final agility modifier: -14%. Final PH: 31%. Result: 15 - HIT

12:43:06 AM - Weapon: AA-2a Atoll [R-3S] #463 is attacking Checkmate #9 (F-8E Crusader) with a base PH of 45%. PH adjusted for distance: 32%. PH adjusted for actual target speed (739 kts): 27%. Checkmate #9 has nominal agility: 3.5. Agility adjusted for proficiency (Veteran): 3.5. Aircraft has a weight fraction of 0.44 - Agility adjusted to 2.58. High-deflection impact (no effect on agility). Final agility modifier: -26%. Final PH: 1%. Result: 89 - MISS

12:42:21 AM - Weapon: AA-1a Alkali Mod 2 [RS-2US] #459 is attacking Checkertail #1 (F-8C Crusader) with a base PH of 45%. PH adjusted for actual target speed (254 kts): 45%. Checkertail #1 has nominal agility: 3.5. Agility adjusted for proficiency (Veteran): 3.5. Aircraft has a weight fraction of 0.41 - Agility adjusted to 2.65. Agility adjusted for forward-oblique impact effect: 1.9. Final agility modifier: -19%. Final PH: 26%. Result: 10 - HIT
