Artillery Replacements for support units

For some reason Arty support units are refusing to take replacements even when sitting in OKW on a national supply source with several turns of plenty of Armaments and manpower.

Artillery in normal units seems to replenish normally, aside from 75mm IG which seems to always come last. I'm aware the 170mm and 210mm/240mm should replenish slower than 105/150, but a 105mm unit is affected as well. Units with 170mm in their TOE receive replacements, though very few.

Also units with captured guns never seem to replace them with normal ones even when the captured stock runs out.

Another save 23 turns earlier with most of the above mentioned units sitting in OKW.

In all 3 saves units are reporting 100 "no manpower" checks, which means that pool was empty when it was trying to refit them.

Which points to something not working properly? Support units sitting on a National Supply source should be high up in the priority list. Over that 24 turn period I rebuilt more than a dozen divisions and even had replacements flowing to non refit units in the EF box when the front was stable (so no auto refit). In other words I was swimming in manpower on several turns, yet nothing ever arrived at those Art units. If you want I can attach that save as well.

AIUI the hierarchy for replacements is:

Refit on NS
Refit elsewhere, but better chances when on depots with lots of freight
normal on NS
normal elsewhere, but better chances when on depots with lots of freight

Support units being considered always on refit,sitting on a NS for many turns should be getting something???

BTW the 210mm replacements you see are going to on map Art Brigades, who do receive 170/210 albeit slowly over several turns, which what I'm expecting to happen to the Support units, but isn't.

I have looked at your save and there were still no manpower ticks. I had to tone down replacements (including in the EF) to see how it works for the arty in OKW.

Several notes:

- I see no issues with getting big rare guns (170/210/240). It is slow as build limit is small.
- Some units are built with illegal equipment (Ex. Finnish Heavy Artillery). It should be fixed in the data. Options could be - change to the element types as in OB, adjust substitution, change OB.
- Sometimes game adds missing elements of appropriate type, but they won't be getting replacement as they are in the wrong slots.

To sum up. Artillery units with "illegal" guns should be fixed in the data.

New OB/TOE handling code from WITE2 can be back ported to WITW, but it still needs lots of testing.
