Is there a limit to the number of fleets one can have?

I don't think there is a hard limit on number of fleets. It will basically depend on how good your hardware is as lots of ships means more stress on the game engine.

There's got to be some upper limit, but it's probably way higher than you'd ever see in a realistic situation. It may well be the same number as the limit of ships you can have. My guess is it's something like 65535, 32767.
