1.08.07 rail conversion

I've noticed since I installed the official patch that outside the Baltic area rail conversion is often no more than 2 hexes per turn. What happened here--another nerf? Is it intentional?

Should not be the case for fully-equipped FBD units.
Please provide more details for a better answer.

Whatever was doing it seems to have gone away in 1.08.08 patch.
