Naval troops cannot go from harbour to harbour

Naval troops cannot go from harbour to harbour

My fleet (many different ships) are just hex beside my two coastal cities.
To one of them fleet can go for 12 AP.
To other fleet cant' because "Naval troops cannot go from harbour to harbour."
But the fleet is on high sees with full AP!
Can somobody explain to me why is that?

Prob. because the shortest route is through the other harbour. Hence the no harbour-to-harbour warning. Maybe the AP cost for entering the two is different or even 0. Both I would not recommend.

Since this is (a rather nice looking) mod and I am right on the above I cannot really adress this. The designer would have to make changes.

I see what you have done, with the Kiel Canal. It is a harbour to harbour route, that kind of route is not suppported by the game, is what Vic says. You need to rethink it I am afraid.
