Land Combat Resolution critical bug

The issue comes with Invasion + Land Combat via ground forces.
The combat was the one in St. Malo, where the Allied rolled 7.

It should give 17, which means Invading units + 1 Unit is lost for the Allies. (Roll of 7)
Instead it gives all invading units are lost, plus 3 other units are destroyed!

Done some testing myself and all results yielding losses to the Allies where the landing fails, produce 3 losses ontop of the invaders (the amount of invading units is fished as data instead than the table? One could have to test by trying invasion with just 1 or 2 units)

This is a bug, because the attacker is allowed to first destroy his units, according to RAW, which is the exact order in which the game should be played:

The result is expressed as ‘X/Y’. If X is a number, destroy that
number of attacking land units. If Y is a number, destroy that number
of defending land units.

No, the bug is that the attacker should lose only 1 land unit in that case (plus the invaders), not all the invaders and 3 units when the tables says 1 / 1.

According to RAW it is the owning player who has first to decide which unit(s) he will destroy. He may select any unit involved in the attack (whether or not it is invading doesn't matter). If he has made his decision, than the defender has to destroy his units. If after loss allocation, any invading unit is still surviving, than that unit will in turn be destroyed, due to the fact that the defender still has a unit in the hex.

So theoretically, an attacking player could choose to destroy the units not invading, which decision might result in more units being destroyed than the optimal result possible.
Far fetched? True (I can't imagine any situation where a player wants to destroy more units than he has to): but those are the rules.

That's quite a massive bug then!
Quite game altering by the looks in some situation where the W.Allies would just "add" ground forces to an invasion hex as they make their way into Europe to expand their initial beacheads.
