So vehicles primarily for transport, or surveillance and reconnaissance, are not included.

There are few. At least Humvees and MRAPs. Did you miss them?

^ Think he was referring to transport aircraft like C-5, C-130 and C-17, Early warning E-2 Hawkeye and E-3 AWACS, as well as some of the more secretive recon stuff like RQ-170.
