Can't disband something?

Can't disband something?

Can someone tell me why I can't disband this Airbase?
1. Its on a rail hex that is connected to the supply grid.
2. has at least one movement point remaining
2. not within three hexes of an enemy unit.
3. not Frozen or static
4. I have Admin points.
5. It is not due to be withdrawn.

There were limits introduced below which you can't disband air bases.
