When does the 'Rail distance and Movement supply modifier' rule below apply?

(20.4.3.1) Railhead Distance and Movement Supply Modifier

When tracing supply to a railhead, the distance from the applicable unit to the railhead will modify the amount of supply delivered. Anything under 25 MP's gives full supply, while anything over 25 MP's gives a percent of supplies equal to 25/MP's to the unit.

Supply is also reduced by the distance in hexes from the railhead to the unit. Anything 10 hexes and under gives full supply, while anything over 10 hexes gives a percent of supplies equal to 10/Hexes to the unit. The MP and hex distance reductions are cumulative.

Units that have moved in the previous turn will only draw a percentage of what they require that is equal to 100 - (length in MPs to supply source - 5).

V1.08.05 errata = Supply deliveries will be reduced above 20 MP from railhead (instead of 25)

The rule states 'when tracing supply TO A RAILHEAD', but most units are always tracing supply to their HQ unit, which is itself IN TURN tracing supply to a railhead. So, if a combat unit is tracing supply to its HQ unit as normal, does this rule not apply? Or do ALL units ALSO have this rule applied to alter the supply % they receive (in addition to needing to trace back to a HQ as normal for normal supplies)?

Also, the errata addition of 1.08.05 ONLY applies to this 20.4.3.1 Railhead Distance and Movement Supply Modifier rule, right? (i.e. the 'supplies deliveries will be reduced above 20 MP from railhead (instead of 25) only applies to the 20.4.3.1 rule, right?)

Distance (in hexes and MP) to railhead is not applied to units resupplying from their HQ directly. But consider this: due to distance to railhead a HQ received only 50% of resources wanted by its subordinate units, thus those units will be able to draw only 50% of resources they wanted, on top of which their own, local, penalties will be applied (like distance to HQ).

OK, i think i get it. So, when HQs units trace THEIR supply route to a railhead, then the Rail distance and Movement supply modifier' rule apply to the HQ unit, thus if the HQ unit is 20 hexes away from a railhead, then the HQ unit would only get 50% of supply that it needs to feed its downstream divisions (but the divisions attached to the HQ themselves only have to meet the normal distance to HQ supply rules), right?

Yes. Applicable modifiers are all shown on supply details screen. They are different for HQs and units supplied from HQs.

Yes, it was only for this rail part.
