Why isn't Nikopol a port?

When it was the major soviet warship building and repair facility on the Black Sea?

NB this is asked as a genuine question, not as a criticism of the designers

Thought this was Nikolav (sp?) which was a major ship building city and is a port in game.

I think you both mean Nikolaev (as it is named on the map) in hex 86,105. Yes, it should be a port, but the layout of the map is such that it is not adjacent to any water hex, thus can't be a port.
