How does device accuracy work?

All of the guns, but one, mounted on aircraft have an accuracy less then fifty. Smaller bombs start at one. The bigger the bomb the greater the accuracy up to the 4000 pounder, which is a 90. Small arms tend to be 50 to 300. Artillery seems to be 250 or lower, with bigger guns less accurate. The heavy hitters are the tank cannon and flak. The 37mm Pak 36 is a whopping 500, which seems many times greater than the BK 37. The cream of this class are the panther and tiger II guns. One thousand accuracy. A hit with every shot. When these devices are actually installed into the ground elements their accuracy is much less, although still very potent. The flak rules all. The 105mm and 128mm are the only devices above 1000. All the flak have very high accuracy. So what do these numbers mean? Is there a base that each device is compared to? Say so many chances in a thousand to hit? But are aircraft weapons, say, and tank guns compared to different numbers? How does device accuracy work, please?

Accuracy works different for certain types, with aircraft guns it's more a misnomer for Rate of fire mangled with muzzle velocity/gun barrel length. Don't know with bombs/air rockets.
For other guns it works as intended as a factor of accurate shooting.
