why when I'm producing more supply than is going out, does my supply reserves keep dwindling?

More based on what? If you mean the amount that the headquarters reports it does not report internal use.

Here is what I mean. As you can see, even with my subordinate requests and supply consumption, my production is still higher.

Are you upgrading units that are already in the field? That uses up supply each time you upgrade.
