[FIXED v1.11] DF-21 Missing Target in High Fidelity Mode

First, a thank you to the developers for their fantastic support and continued improvements in Command.

In testing out the new ABM capabilities in 1.10 (Build 775.15), I noticed that the DF-21 consistently misses its target in high-fidelity mode. However, if high-fidelity mode is turned off, or if the simulation is run with greater than 1:1 time compression, the DF-21 RVs will (occasionally) hit their target.

Running the attached saved file with, and without, high-fidelity mode will illustrate this.
