[FIXED v1.10] Ships marked hostile bug

I am using RC5 for 1.10. I just started this Five Powers scenario for the second time, but first under RC5. Automatically, all the ships in the scenario, not under
my control, are marked hostile. I know that they are neutral, commercial shipping. However, I cannot ever manually mark them neutral. So my units fire on them.

I can confirm this in build 775.15 for one of my own scenarios.

Loaded it in v1.11 beta and it sure looks weird. Dropped the contacts, moved the civilians out of harms way, and when they re-appeared my warships immediately tagged them for identification but didn't fire (yellow Targeting Vectors). Once ID'ed as neutral they were dropped from the target list and the warships went on their way. No weapons fired.

Did you change the WCS at any point during this scenario?
