Minor Countries Surrender?

Hello, I have occupied cities for a number of minor countries and wonder when they surrender. One has war weariness of 100.

Also is there a Dardanelles rule option that applies to the AI?

Also do I have to garrison an objective sity with non-militia ti legally capture it?

Basically where is the annex country option? See reparations etc etc. 100 war weariness, no enemy troops, all cities occupied - time to give up
