Moving the BEF into France

So it's war & S/O '39 2nd impulse.
No french units in any channel ports & CW opts for combined impulse so that the Polish army can overrun the invaders.

For my 2 naval moves I start by transporting Gort HQ into one of the ports, say Calais. For my 2nd move I load & move into North Sea a second CW land unit, say an INF corps, using a TRANS. Maybe also an inf div on the accompanying escort cruisers.

Why in the debark phase may I not land in France?

In the case of the extra div, one of the reasons could be the Foreign Troop Commitment.

Gort allow 2 unit to get in France apart from himself, but many people forget to count the TRS that is in a french port as well, when transporting.

You could have send all these land units if debarking, so that the Ship doesn't use one FTC "slot".

I though about that as well but I still cannot get a HQ & a corps into France in the 2nd impulse.

Back to how I have currently attempted it even if I include the TRANS as part of the foreign commitment Gort's rating is 2 so I should be able to add one more unit.

What about the number of land moves left? Debarking requires land moves.
so that the Polish army can overrun the invaders

If the Polish are under CW command, they go against the CW movement limits if you move them.

Usually a Combined Action suffice.
Just remember to have Gort debark first - and next the 2 land units along.
