Having noted the the USSR chance to make a DoW (declaration of war) with Italy. I thought I would look up the pros and cons of this DoW.


Effects of the USSR being a Neutral major power.

Units controlled by a neutral major power can only enter hexes controlled by that major power, by a minor country aligned with it, or by a minor country it is at war with. They can also go to sea.

A neutral major power can’t co-operate with any other major power (see 18. COOPERATION).

Neutral major powers must always pick either a Pass or a Combined action (exception Germany in 1939; see 10.1 ACTION TYPES (not 10.1. INTRODUCTION TO RULES AS CODED)).

Each naval unit a neutral major power moves (rather than each group) counts as one naval move – every 2 convoy points (or any spare point) is a naval unit.

Each declaration of war on a major power or neutral minor country could trigger a US entry effect (see 13.3.3 US ENTRY ACTIONS).



Sep/Oct 1939 (second Allied impulse) if the USSR decides to DoW Italy.

Effects of the USSR becoming an Active major power.

Units controlled by a Active major power can enter hexes controlled by:
The major power it is at war with; or
All minor countries aligned with the major power it is at war with.

An Active major power can co-operate with other major powers (see 18. COOPERATION).

Active major powers may pick any action type (see 10.1 ACTION TYPES).

Each group of naval units moved counts as one naval move.


9.6. CALLING OUT THE RESERVES

The USSR get's to call out the following reserves:
22nd INF XXXX 4-3
1st Siberian INF XXX 7-4 (white)
Vladvostoc MIL XXXX 3-2
Kuybyshev MIL XXXX 3-2

No change.


13.3.3 US ENTRY ACTIONS
29. USSR declares war on Germany or Italy or both (Ge/It) - Three chits removed from the GE/IT US entry pool and 50% chance of another.
